Around the world there are 16 countries that sit at the intersection of climate-vulnerability and armed conflict. These countries account for 43% of people living in extreme poverty worldwide, 44% of people impacted by natural disasters and a staggering 79% of all people in humanitarian need. 

The international community's status quo approach to the global climate crisis has failed in numerous key ways, including in its lack of focus on these most vulnerable communities. With 90% of all climate financing currently going to middle-income, high emission countries, there's no question that many of the most vulnerable communities around the world are not receiving the sustained support they need. 

In this new report, the IRC examines the impact of these disparate funding approaches and articulates what a more effective and equitable approach would look like, including with a call for countries grappling with extreme climate vulnerability and armed conflict to receive 18% of all climate adaptation funding.
