David Miliband, President and CEO of the International Rescue Committee and Harlem Désir, Senior Vice-President Europe, were delighted to meet the President of France, Emmanuel Macron, on September 5 2022  in Paris.

The discussion was wide ranging, covering humanitarian crises from Ukraine to the Sahel, the Middle East, and the need both for urgent action to relieve immediate needs and for longer term changes to tackle underlying problems.

The meeting reflected the critical global role of France as a member of the UN Security Council, a leading power in Europe, and a country whose leadership consistently emphasise the link between national strength and international cooperation and stability. France is also increasing its humanitarian and development budgets in a striking act of leadership at a time of increasing global fragmentation. The IRC is committed to broaden and deepen its engagement with France.

We share priorities and values, we applaud the determination of France to increase its ODA budget, and we welcome the emphasis in French policy on the need to tackle inequalities facing women and girls. In addition, President Macron has called out violations of humanitarian law and the dangers of a slide to impunity. We agreed to follow up the intense and productive discussion, and to intensify our partnerships with the relevant parts of French government, including AFD and CDCS, to response to the worst humanitarian crises of our time.

“The growing gap between needs and provision in humanitarian emergencies around the world calls for new approaches, and it was refreshing to discuss with President Macron what can be done to put them into practice.  The war in Ukraine is an understandable preoccupation in Europe, but we know that the war has accelerated a range of other global crises, and we at IRC are determined to meet humanitarian needs wherever they exist. I look forward to taking forward our partnership with France in follow-up to this excellent meeting.”

« As the spectre of famine returns to East Africa and food insecurity, exacerbated by climate change and war in Ukraine threatens many regions, including the Sahel, there is an urgent need for European states to act. Following the meeting with the President of the Republic, we want to intensify the IRC's partnerships with France to respond to both the emergency and the root causes of the most serious food and humanitarian crises ».

Rencontre avec le Président de la République française, Emmanuel Macron

David Miliband, Président-directeur général de l'International Rescue Committee, et Harlem Désir, Vice-président Europe, ont été ravis de rencontrer le Président de la République française, Emmanuel Macron,le 5 septembre à Paris. La discussion a couvert un large éventail de sujets, des crises humanitaires de l'Ukraine au Sahel, au Moyen-Orient, à la nécessité d'une action urgente pour répondre aux besoins immédiats et de changements à plus long terme pour s'attaquer aux problèmes sous-jacents.  

La réunion a reflété le rôle essentiel de la France dans le monde en tant que membre du Conseil de sécurité de l'ONU et comme puissance de premier plan en Europe. Les dirigeants français soulignent continuellement le lien entre la puissance nationale et la coopération et la stabilité internationales. 

L’augmentation des budgets humanitaires et de développement français sont un acte de leadership notable alors que le monde est toujours plus fragmenté. L'IRC s'engage à élargir et à approfondir son engagement avec la France. Nous partageons des priorités et des valeurs, nous saluons la détermination de la France à augmenter son budget d'APD, ainsi que l'accent mis sur la nécessité de s'attaquer aux inégalités auxquellessont confrontées les femmes et les filles. En outre, le président Macron a dénoncé les violations du droit humanitaire et les dangers d'un basculement dans l’impunité.Nous avons convenu de donner suite à cette discussion intense et productive, et d'intensifier nos partenariats avec les services du gouvernement français, notamment l'AFD et le CDCS, afin de répondre aux pires crises humanitaires de notre époque.

David Miliband a déclaré :

"L'écart croissant entre les besoins et la réponse aux urgences humanitaires dans le monde exige de nouvelles approches, et il était stimulant de discuter avec le Président Macron de ce qui peut être fait pour les mettre en œuvre. La guerre en Ukraine est une préoccupation compréhensible en Europe, mais nous savons que laguerre a accéléré une série d'autres crises mondiales, et nous, à l'IRC, sommes déterminés à répondre aux besoins humanitaires partout où ils existent. Je suis impatient de faire progresser notre partenariat avec la France dans le prolongement de cette excellente réunion."

Harlem Désir a déclaré :

"Alors que le spectre de la famine revient en Afrique de l'Est et que l'insécurité alimentaire, exacerbée par le changement climatique et la guerre en Ukraine menace de nombreuses régions, dont le Sahel, il est urgent que les États européens agissent.  Suite à la rencontre avec le Président de la République, nous souhaitons intensifier les partenariats de l'IRC avec la France pour répondre à la fois à l'urgence et aux causes profondes des crises alimentaires et humanitaires les plus graves ".
